As much as this sceanario you stated may sound far-fetched, THIS PARADIGM DID EXIST WITH DISASTEROUS CONSEQUENCES IN RWANDA EVEN IF IT WAS NOT A MATTER OF RACE OR HEIGHT BUT ETHNICITY.

Characteristics like hair color, eye color, height can be SECONDARY reasons for people to hate or dislike others. For example in Rwanda, the Tutsis were taller than the Hutus. Hence, when the genocide began (which was caused by a white Belgium spreading anti-Tutsi propaganda over the 'talk' radio in Rwanda), it was the tall people who the Hutus went after.

In Russia, people with blue eyes who liver primarily in the Northern parts of Russia, they hate 'brown' eyes Russians particularly from the Georgia/Caucasius region. Hence, while all in Russia are 'white' Caucasians as the Western standard dictates, 'Caucasians' are people from the Caucasius Mountain region and are hated by blue-eyed Russians because the 'Caucasians' of the Caucasius Mountains are brown-eyed.

However, the reason for the hatred is much deeper. It may be two fold. One the Georgians, Chechens, Azerbaijanis, Armenians and other 'brown' eyes people of the former Soviet Union and Russia live on land that used to be occupied by Black ethnic groups in very large numbers. In fact as recently as the 1940's, there were Black people living in the Black Sea area of Russia. Historians say the are descendents of the ancient Colchians and Egyptians who under Senwosret occupie much of Southern Russia.

Moreover, Southern Russia, Georgia, Armenia and parts of Arabia and India were part of the old Ethiopian Empire (meaning Ethiopia, the former Abbyssinia). In fact, the Ethiopian alphabet is still used in Armenia in its own unique Armenian form.

During the Nordic-Aryan rampage in Europe, the Germans were pushing the blue-eyed/blonde-haired ideal of Aryan superiority. Ironically at the same time, the Americans whites saw blond hair and blue eyes as barbaric traits in order to go against the German complex. Yet today, we constantly hear these same people pushing blonde hair and blue eyes (recessive genetic traits) as the ideal in 'beauty' for white folks. Now everyone wants to blonde their hair, even while blonde hair is becoming rare in the US.

So, you are on to something, but it reminds one of the school teacher who had the brown eyes against the blue eyes and the blue eyes lowered to an inferior status. That experiment was done to show whites (during the time of racist attacks on Blacks of the 1960's -1970's, when Blacks were fighting for human rights in the US).
