SURELY "it all" started when populations started to grow out of tribal groups, of extended family hunter, gatherers into cereal cultivation and animal husbandry.
Providing a more stable diet the population outgrew their hunter gatherer social structure to form what we now know as society and civilization, government etc.
Basic laws of survival of the family group had to change in order to incorporate this more stable sedentary way of life.
