The mind controls the body. Babylon is a imbalance of thought which causes an imbalance of actions. Bad actions are not partial to race, culture, gender, location, etc, etc.

It is just that many of the ones with the unbalanced thoughts are the controllers of the unbalanced and corrupt babylonian systems which affect masses of people.

This is why the west is seen as the headquarters of Babylon. Their imbalance and corruption have far reaching tentacles.

This has been true for most, if not all empires.

With that said, smaller nations, even ones on the continent are ravaged with corruption and babylon type behavior.

I dont think it is as simple to say that West is Babylon, which implies that East is Zion.
