Okay, I overlooked the distinction you (or Neely Fuller) made in that there is a distinction between who is considered white and who is a white supremacist. And, the white people who don't include themselves in the white supremacist group are also in the powerless class. However, through white privilege wouldn't the white non-white supremacist still be guilty by complacency?

Well, in a relationship people usually start to see their partner as an individual, you know them as their own separate entity and no longer immediately associate them with a group.
