Greetings Seshatasefekht,
i was, for a time, quite involved in an exploration of tibetan buddhism, so the origin of my statement is a combination of conversations with, and teachings given by some monks that i encountered, along with a couple of books on the origin of tantra that i have at home and will hunt up the titles of if you wish.
I would also hasten to add a few things, lest i be misunderstood. First, i am not advocating anything here, just talking about it in the context of the ongoing reasoning on the nature of good and evil. Second, tantra is not JUST this, in fact in most cases it has become more symbolic and has moved away from actual physical practices towards mental ones.
Though the notion of transgression as a means of growth is by no means limited to this system. It is all through ritual magik (Crowley etc.) may well have been a part of what got the Templars barbequed, and is part and parcel of a good many initiation ceremonies.
The link below is from wikipedia, which is obviously not the be all and end all, but is a pretty good summary
