I think you misunderstood me, the universal law is always first. Only chaos survives without it.
My point was that in recognizing the possible deleterious consequences of those actions/inactions the observer has made a conscious choice to indulge/ignore. Thereby maintaining universal order. I chose that order of ascendency, because at the beginning the only consequences are to self; as when a child learns the consequences of placing a hand too close to fire. As one gets older those consequences begin to affect family, society, etc., depending on our position in life.
