To answer your question, the 10 horns that will come against the whore are 10 nations that will destroy her.
Do not get me wrong when I say this, because I am not hating the bible. However I do hate the fact that we as black people won't bring this beast down. If anyone deserve to kill this beast, it is us!!!
Yet this prophecy suggest that we will get outside help? I'm not feeling that! But if that is Jah will, then so be it, Jah is king, and I submit.
I tried to fit Israel as the 10 horns. 10, because, the levites, are a preist tribe, and did not participate in fighting, because their hands must be left clean to serve the lord. But that would still leave 11. I thought that maybe Judah, since Judah is the ruling class of Israel, they may be in executive positions, as commanders directing the destruction of this whore. Then that would leave us with 10 horns/tribes that would kill this beast in battle.
But if we eliminate Judah, that mean that I would not be able to kill this beast, and I want my hands on her as well.
That is why I was really not feeling this prophecy. But as I stated earlier, Jah will be done.
But I still feel that if blacks suffered the most from this whore, then we should be the one's who avenge our people, and not some sand man who got fat and rich off of her fortunes.
