Basicaly it makes it a non local event. In other words the event is not attributed to one reigion.

For instance a boxing champoin is called the world champion. But I doubt any world champion has covered the entire globe fighting people.

Keep in mind that prior to the flood, the continental shift did not take place, nor was there an America, Jamacia, Canada, you get my point.
