The statement "overpopulation of Afraka" is a euro-centric code word to de-sensitize the horror of deaths of Afrakans.
So when you hear "so and so thousands" dying or dead from AIDs or civil war or whatever, your mind is conditioned to just accept without resistance, continued death, destruction and domination of Blackness by whiteness.
