From the research I gathered, I would say yes. Do you see any similarities? Keep in mind that you are talking about an age that predates democracy. Monarchs have the final say with anything. Therefore when a monarch make a decision, it may appear as "domineering", however that is the nature of absolute rulers. One would have to look to Greece to find the origins of the type of government where all people have a say in politics.
