Same as how drug dealers and pimps contribute to the blight on the inner city which ends up being bought up when the property values reach their lowest...and then all of a sudden the police, sheriff dept., DEA, FBI, Fugitive Task Force lock down a neighborhood...except in Somali they send CIA, Blackwater, SEALS and Rangers and PsyOps.
