Why and how does Apple have more Cash on Hand than the U.S. government one might ask?
Firstly U.S. multinational corporations do not pay taxes, if they do it's less than the average middle class american pays.
The cash from those tax breaks that should go to R&D and employee training is banked to improve their earnings picture; which is all investors care about, (higher earnings = more investors = greater market capitalization) while they reap the benefits of an educated workforce from those (3rd World) nations that probably have PAYE (pay as you earn) tax codes and governments that use those taxes to invest in their human resource; with things like free health care and free education.
