There is a difference between bottom up socialism and top down socialism. Any system, whether monopoly private or state controlled that does not allow the ingenuity in communities to flourish but insists on bureacratic, top down linear models of control is bound to stagnate and will rely on further draconian measures to maintain itself as it comes up against the inevitable yearnings of the natural cycles of revolution(evolution). The reason Cuba survived the death of its mother tit(The Soviet Union) which had its model of development dictated by linear, industrialized agriculture, producing product for export markets and importing 80% of what it consumed is because the government realized the wisdom of getting out of the way for the ingenuity and entrepreneurial spark of the communities to figure out for themselves how to create a new system of resilience and sustenance. It had no other recourse but to allow the people to figure out how to create local, community based systems of agriculture for local consumption.

Of course - all of this would not of been possible if the ingrained perception of community and sharing was not firmly entrenched in the culture.
