The Ugandans caused many conflicts, killings, and systematic plunder in DR Congo. The Rwandans and the Ugandans ambition is to take control of Congolese people natural resources and economic rights. They are human rights abusers and geneticists. Uganda wants allies to control more zones in the Great lake regions. I am suspicious of these governments' unity plans. The Congolese people cannot tolerate a risky prospective.

Do you think the East African Union may keep the tendancy for the Rwandan and Ugandan plundering and ethnic cleansing withing their boarders, and when dealing with the Congo, under check? It may serve as a stabalizing checks and balances force, no? Rather than being "supported" they may have "neighbors to answer to". I doubt Kenya(the've done a good job of keeping tribal warfar under check...although tribal tension exists) and Tanzania(tribalism being almost completely wiped out under Nyerere's socialist period) would tollerate having there names dragged through the mud...What do you think?

Although I do think that unless these countries have a more socialist leaning governmental system...the pupppet elite may get together and plunder everyone...largely for the benefit of the West...but we'll see I guess...
