Sis Jo, Just to address one part of your ample post, inreguards to riots, the police don't stop them in black neighborhoods, but they stop them in the white part of town. Here in Miami in fact, when there is a racist judgement expected, like I think the last one was 3 cuban cops beating a black kid to death, and they expected them to be found not guilty, there were 3 or 4 police cars at the end of every street coming out of the black neighborhoods onto main thoroughfares, and they weren't letting anyone in or out, and the cops had riot gear and all that. Just like drug dealing, it is tolerated be the police in black or hispanic neighborhoods. People sell drugs in white neighborhoods, but they have to be really cool about it or they'd be busted.
