Greetings.
Look at South Africa. The constitution that was signed when Mandela took power was one of the most - in writing - progressive the world has ever seen. But inequalities were just as glaring or got worse under that regime - the ANC managed the business and gave a new face to the same system. Now how did this happen? If "legally" things were supposed to be different (you know with a new legal Constitution and all) - then why did situations not change or get worse?
