--Webster's New Collegiate Dictionary defines empire as being from the root "imperium" meaning to command; or to be under a single authority.
Re: an empire that lives according to the principles of Ma'at, we only need to look at history. The Kemetic cultures were under the command of the pharaoh and they were set to provide the individual with the support needed to reach the goal of reproducing the world of the Gods.
