I'm not sure that's a concession as China has been exploiting its natural environment long before there was a West; the Anglo-Chinese Wars?
My point really related to diplomacy; state to state relationships. China was granted MFN status despite its human rights infractions because it was expedient for America's Multi-National billionaires. Libya sought out a relationship with the U.S. and was made to pay restitution to the surviving relatives of the Lockerbie casualities; AND MORE; before it was even granted a trade agreement; and still, Libya does not enjoy MFN status with the U.S., consider that Reagan murdered Gaddafi's innocent daughter.
Imagine the Castro regime seeking out Mayer Lansky's surviving children for diplomatic relations and economic advice after discovering oil.
I suppose China could have chosen to be Mexico; so I guess there is a concession in its choice to be CHINA.
