non-white and non-western scholars were not consulted because this was not meant for them; but thanks to its posting on this board many will now learn of the plans that are being made for theirs' and their progeny's resources. one doesn't have to wonder where these cities would be located, certainly too far above or below the equator can't be beneficial (as in unhealthy) to non-whites. plus the resources (Water and Oil) tabled to be harnessed and utilized are located mostly in tropical zones. so lets not kid ourselves into thinking this is anything more than another grand theft by the usual suspects.
