I beg to differ; they are important if we perceive culture to be of the 'common' people. My response may not represent your mindset, but it is a fact that civility, as defined by Western European languages, had its origins among, and was the exclusive right of Kings and Courtiers; suggesting that it was not the 'common' practise of the societies that spawned these nobles or royals. I asked this question years ago "Was Horemheb's edict necessary before the land of Egypt was invaded by the Asiatic?"
