That is why empires rise and fall and come and go yet the Ma'atic principles they supposedly live by are still here.

It is unfortunate that we are trying to hold a reasoning on a topic of which your input is basically regurgitated lessons and not something you have seen and/or experienced for yourself.
Tell me what it means to "reach the goal of reproducing the world of the Gods". The world of the Gods is already in existence. Why is it important for us to reproduce their world?
An empire cannot live within Ma'atic principle or it would not be considered an "empire". And empire's singular authority is of a fallible/flawed human, usually a male. Because that person is but a temporary (temporal) manifestation themselves, they are capable of flaw and err and egotism. Those are natural tendencies of the intelligent mind. That is because the key of intelligence is self awareness. In other words, you realize the detachment of yourself as an entity amongst other creation.
Lets call this 1st stage awareness. 1st stage awareness is where humans have been conditioned to remain stagnant in order to serve the needs of controllers. This primary stage allows for nationaity, race, gender and class awareness and subsequent xenophobia. It is what pits the masses of jews versus the masses of arabs for example...or the masses of whites against the masses of blacks...men vs women...rich vs. poor.
An empire emphasizes MATERIAL GAIN, be it resources, food and/or land. The empire is a crescendo of this primary awareness.
Then there is 2nd stage awareness. This is where one sights their temporal detachment BUT realizes their unity with all creation (all matter and energy). This is selfless overstanding that aligns with Ma'at. It is an appreciation and harmonic existence within the WHOLE instead of the focus and emphasis placed on individual components, particularly relating to oneself and the ego.
You are on the right track when you referred to the battle of evil being a battle within.
That battle within is us trying to assert ourselves as above other persons and things versus overstanding that we are but components that are neither above nor beneath anyone or anything else.
There is no hierarchy. There is only perceived and implemented rank that causes us to be rank oriented thus underappreciating the "small" or unseen aspects that are equally vital.
Hierarchy + awareness = narcissism
Awareness - hierarchy = Ma'at
As soon as you place anything or anyone on an authoritative throne above anything or anyone else you violate Ma'at.
If I were to point out a mistake that a pharaoh made, would he smile and be appreciative or would he have me slayed becauas I threatened is perceived authority?
If he were such a representative of Ma'at/truth, wouldn't he welcome ANY truth or would he himself worship his egotistical notion of being the elevated commandeer?
