What are these serious implications, I wonder?
Is it likely to expose the murders in Mexico as collusion between the governments of the U.S. and Mexico? What is the likelihood that non-drug users would suddenly become drug-users if Marijuana were to be decriminalized?
This leaves the only serious implication as the elimination of the illicit exchange in ammunition between manufacturing countries and non-manufacturing countries, and the laundering of blood money and assets.
I expect all attempts at decriminalization by Nations, South of the U.S. borders, will result in the same futility as the State measures proposed by the various States each election; those with the most to lose will find a way to defeat them.
