I too await an answer to the question: Was Horemheb's edict necessary before the infiltration and integration of invaders into Egyptian society? A society which was inherently civil has now to create laws to stem the tide of incivility and chaos. Hence a statement of personal responsibility and accountability becomes an attempt to modify the inherent and antithetical behavior of the outsider culture.
