you have probably already done this, but a good model for developing tourism that minimises the potential for damage to local culture is provided by the himalayan nation of Bhutan.
They have strict quotas on the number of visitors, and a fairly stringent set of guidelines to help enforce respect for the local folk. They also (and this is the best bit) mandate a minimum amount of money to be expended per day while you are in country. This has the effect of helping boost the local economy, and of keeping an air of exclusivity about visiting the place, ensuring that the industry is sustainable.
