Baba Marcus, it would appear that you have neglected to note that this edict as you put it gives instructions to both men and women. The man is being instructed to uncover his head and the woman is being instructed to cover hers. Both in their own ways symbolise humility and modesty before God, surely you do not have a problem with that?
In many religious assemblies, there is the problem that our dressing can create divisions as we come from different homes. Women do have different hairstyles, not just the locks. If they are all covered, there is uniformity in the assembly, as noone feels better or lesser than the next. I am not saying that suc hfeelings go away altogether, but they are minimised so that hearts and minds are focused towards the business at hand- the worship of God. That is why many religious movements also have uniforms, even the churches brought in by Western imperialists in my country have uniforms so that everyone feels the same and is comfortable.
I have had to mention churches because the injunction you referred to is Pauline and refers to Christian discipline. It has also influenced the discipline in many Rastafarian groups.
So ther you have it, it is not as much an attempt to oppress than one to create a comfortable environment for all.
