I believe that whites as a race emerged from albinism. But I do not support the idea that Africans sat down and said, "let's chuck the melanin-challenged ones out".

What seems more plausible is that the albinos lived side by side with their Black brethren, even in Europe. But as racial charateristics do give some people advantages in their environment over others, the albinos increased in Europe, while they declined in Africa.

Obviously, they would have made poor selections for mates, because they did not thrive in Africa, and so had less children over the generations. In my culture, as, I suppose in others, there are social mechanisms to ensure that the even the least desirable person gets a mate, but that is still not enough. So, they lost out on the breeding, and became confined to Europe, while the Blacks there also diminished in numbers for the same reason.

I understand there are cave drawings in Central Africa depicting white women in bikinis. Just as there is evidence of the Black presence in Europe in antiquity.

So, no, there wasn't a callous quarantine as such. Just migration and Natural Selection. Which means that anyone trying to make Blacks collectively guilty doesn't know what they are talking about.
