Leadership is not 'authority' in my opinion because the leader is there to serve the wishes of the people and not his own personal wishes. Leaders can not be absolute rulers. Many kingdoms have fallen due to so called leader ruling absolutely.

I would agree that a leader would have to know about what the stands for.

But they dont necessarily have to be the 'best'. Using your example, stonemason foremen are not necessarily the best masons. They may be good at managing the needs of the worker and getting them to perform the specific task.

When a person is choosen as the captain or leader of a sports team, they are not necessarily the best player. They may be the best at rallying the players to perform at a high level.

A leader has to have a certain amount of charisma in my opinion. Some people with the "I am the best" attitude are very ego driven. Not the best quality for a leader.
