I don't think this is a true generalization in the U.S. context. Perhaps in other contexts. But in the U.S. Black people in the "hood" regardless of skin shade mostly mix with other Black people in the "hood". There ain't no separate ghettoes for lightskinned and darker skinned folks.
I generally agree with your other points about people's perceptions of beauty etc., *as generalizations* which I think is how they were intended to be taken.
