Where does this thought come from that commercial farmers did not plant food crops for domestic consumption?

In 1999 the year before the land grab the production figures of maize in thousands of tons were:
communal farms 1338 v 810 for commercial farms

As the land grab continued this is the result for the next few years:
communal farms:1091 then 315 as drought hit
commercial farms: 385 then 185 as the land grab progressed.

However if the land grab had no happened its estimated that using irrigation commercial farms would have produced 722 instead of the 185

The ripple effects have destroyed Zimbabwes once vibrant economy.
