iyasu explained that he sought to reduce the tyranny under which muslims lived and to lessen the exploitation they suffered. he wanted to transform himself into a more national and neutral figure, not inflexibly identified withe the ruling class of the ethiopian christian ruling caste. he wanted to reconcile ethiopia's muslims to their christian compatriots, thereby, reducing the empire-state's chronic unrest, benefiting the economy, and permitting a program of modernization. he sought to release the energies and creativity of his empire's muslim population, which had been abandoned and persucuted. he offered them brotherhood:
"though we differ in religion and tribe, i would wish all of us to be united through a nationalist sentiment....cooperation withe the rest of your ethiopian brothers will keep your country united and her frontiers secure."
his task was nation building, not imperial exploitation. his message of brotherhood and social equality threatened those who ran the empire state.
