Yes Haile Selassie I was a black man... but he never stated that he came only for Black People.
Check out HIM speeches and learn, daughter... HIM always said that he is there for all people... that he did not look at the skin of the people to whom he extend his hand of love and brotherhood.
When JAH come as man he must come in one of mankind's skin colours... but that does not mean that he is only for the people of this colour then. All biblical persons, so also all davidic kings(including Yeshuah and HIM), were Black African people... but HIM came to all people... sharing his love and wisdom with people of all different colours.
