The Swiss guy hadn't done repatriation, he had moved to Zimbabwe. You can only REpatriate to somewhere where you're originally from.
Most whites are in a better financial position to undertake a move to Africa than most Blacks, so it shouldn't be that surprising that many Blacks have not made the move. It's hard to repatriate when you can barely come up with the rent let alone a plane ticket, money to live on til you get a job, money to buy land, etc.
