A small group has been held in segregation for the past 19 months because they refused to comply with a grooming policy (DOP 864) which dictated that the hair be cut above the collar and around the ears. They have had all privileges (such as they were) suspended, including no personal phone calls or visitation, loss of good time, loss of commissary, etc. VDOC met their defiance with a concerted assault aimed at forcing compliance at any cost, violating their own rules and regulations in the process.
